
Rick Percell has more than 25 years of experience in land use, real estate, and environmental issues in California. Prior to joining Consensus Inc., Rick led a team of consultants as the principal and managing partner for the successful entitlement of Canyon Hills in Sunland-Tujunga, the largest hillside development to be approved in the City of Los Angeles in the last 20 years. His expertise in navigating the entitlement process as well as his extensive experience in working with communities on highly-charged, controversial land-use issues provides clients with the multi-faceted perspective needed for complex real estate development projects.
In addition to his work on Canyon Hills, Rick has led the successful development Mountain Oaks in Glendale, CA and the Greenstone Country development in Sacramento, CA, which was an environmentally challenged property of 2,200 acres that was successfully mitigated, entitled, and sold.
As a landowner and developer of numerous assets throughout California, Rick has a deep understanding of land use entitlement strategies needed to develop proposed residential, commercial, and retail projects. He also provides strategic counsel on evaluating the environmental condition of proposed development sites.
