Limoneira Company, one of the largest agricultural growers in California proposed an 81-acre master planned community to develop 1500-unit residential homes, recreational land and sports fields, a new waste water treatment plant and senior housing in an unincorporated area of Ventura County just outside Santa Paula. In Ventura County, a vote of the people is required by SOAR (Save Open-Space and Agricultural Resources) even after the project is approved by elected officials if it exists outside urban boundaries.
Consensus Inc. was retained by Limoneira Company to direct community outreach and media relations efforts for the master planned community. Consensus Inc. engaged stakeholders, built broad community support, and mobilized a full house of project supporters to attend the February 2008 Santa Paula Planning Commission and City Council hearings.
